‘Favouritism’ for Galashiels traders

Can someone explain the legality of Scottish Border Council’s decision to give £3,000 to traders in Galashiels only?

This smacks as favouritism and can only be to the detriment of businesses in all the other towns within the council boundaries. Businesses that are paying the same council taxes and rates as the ones that are going to reap the benefit of these grants.

I would have thought that there is a case of taking this matter to higher authority.
